Lands CS Karoney extends Embakasi titling exercise

The Cabinet Secretary in the Ministry of Lands and Physical Planning Ms. Farida Karoney has announced the extension of the Embakasi Ranching Company by a further three weeks.

The exercise, which entails the signing of leases and issuance of title deeds to shareholders of the Company, will now continue until October 16, 2020.

Ms. Karoney attributed the extension to government’s desire to ensure every landowner at the Company has been served, and all the 30,000 title deeds belonging to the shareholders issued.

“Embakasi titling exercise is part of the larger Nairobi Titling Programme, launched by His Excellency President Uhuru Kenyatta in 2018, with the sole intention of resolving decades-old land issues in the county and ensuring all bonafide landowner receives their title deeds,” she said in a statement.

The Cabinet Secretary attributed the slow pace of issuance of title deeds to lack of original documents by landowners and proper succession documents in cases where previous landowners are deceased.

“One of the challenges we have faced is lack of proof of ownership. In some cases where the landowners are deceased there are no proper succession documents. We urge all landowners to work with their lawyers to get the proper documentation so that we can fast-track the processing of their title deeds,” she said.

CS Karoney further stated that the Ministry of Lands is using the exercise to capture biometric data of the landowners as part of the on-going digitalisation process.

The exercise, which is being conducted at the Embakasi Ranching Company offices in Ruai, was officially commissioned by President Uhuru Kenyatta at the KICC last month,

So far, 6,893 title deeds have been issued and 1,925 leases signed.

Individuals who will be signing leases will be required to present 3 colour passport photos, an original and a copy of their National ID, copies of share certificates, and a copy of KRA Pin certificate, while companies will be required to present a copy of certificate of registration, a copy of KRA Pin certificate, copies of KRA Pin and National IDs of the directors, and 3 colour passport photos of each director.

Self-help groups will be required to present a certificate of registration, copies of KRA Pin and National ID copies of the trustees, 3 colour passport photos of each trustee.

For title deeds issuance, recipients will be require to present an original and a copy of their National ID, and copies of the share certificates, while companies will be required to present a copy of certificate of registration, a certificate copy of CR12, copies of the national IDs of all the directors, and a letter of authority to collect the titles. Self-help groups will be required to present a certificate of registration, copies of the national IDs of the trustees, and a letter of authority to collect the title deed.
